The Quiet You Are Entitled To: State of Hawaii Administrative Rules, Title 11, Chapter 46
Although somewhat dated (last update we can find is 23 September 1996), these administrative rules are published to let the citizens of Hawaii know what their rights are regarding freedom from noise within their communities. We think it important that everyone on O'ahu understand these rights so HERE is the link to Title 11, Chapter 46, Community Noise Control, here for everyone to review. Just click on the link to open a new tab/page to read how the State envisioned noise control to work.
Note that for each "Administrative Rule" there are corresponding Hawai'i Revised Statutes (HRS) cited at the end of each section for specific enforcement.

In addition, the following are excerpts from State of Hawaii Administrative Rules, Title 11, Chapter 46 citing the decibel limits for the various zoning area of Hawaii. Most will find they are in Class A - Residential, or Class B - Multi-Family. Refer to our "Measuring Noise" page for a chart referencing decibel levels to everyday sounds/noises, or, we've provided the correlations below:
ZONING CLASS DAY DECIBELS MAX/EQUIVALENT NIGHT DECIBELS MAX/EQUIVALENT
Class A 55/Normal Conversation (50-65 dB(A) 45/Quiet Office-Comfortable (Under 60dB(A)
Class B 60/Normal Conversation (50-65 dB(A) 50/Quiet Office-Comfortable (Under 60dB(A)
As you can see, the State of Hawaii Department of Health (DOH) had an entirely different idea of the freedom from noise than HPD and the DOH are actually delivering!!
