Loud Neighbors - Who To Call?

I live in Nuuanu where it is relatively quiet. But I have a neighbor who has a band playing music at night on a weekday. Another neighbor has their TV loud from 9 am till midnight. They have both been asked to keep it down, but people nowadays don't care how others feel. Besides hpd, who can tell them to keep it down, and stick with it?

Quieter O'ahu Response:

HPD is the correct agency as they have jurisdiction over this type of noise.  You can contact them and they will dispatch a patrol car to meet with you if you desire, and will approach the offender without your name being disclosed.  Certainly you have a valid complaint for this type noise at these hours.

Aloha,

I live in a neighborhood that has a very popular hiking trail. Over the past years, the volume of hikers has increased (along with the noise). Majority of the neighborhood is tired with the disrespect some of these hikers display. In terms of noise disturbance we experience -- loud chatter, yelling, doors slamming, and music. In addition, hikers also block resident’s driveways, use their property to wash off, cut through private property, etc. The frequency amplifies the issue.

I am looking for advice on how to mitigate these problems. Some residents are hoping to close this trail because this issue has increased over a short period. This is a beautiful trail and it would be a shame to see it disappear.
