Chinese New Year's Noise Continues After New Years Has Passed?

I was awakened at 6:30 on a Sunday morning to some continuous Drumming from what I can only assume is a Chinese New Year celebration or run of some kind. It is now 7:37 am and the drumming continues. If there was a permit issued for this, I would like to know what type of thought process was instituted to issue this permit. If no permit was issued, who allows this type of thing to go on. I am usually a 5:00 am riser, but on Sundays, I'd like to sleep in. If this was a construction noise there would be lots of people complaining and something would be done. Large fines would be levied.... who is responsible for this activity? It is NOT reasonable for me to be staying in a tower like Waiea or Nauru or Ko'olani and have this noise at this hour.

Ouch.  Yes, these celebrations do get loud.  However, this year's Chinese New Year's Celebration was 16 February.  Not sure why you're still hearing the drumming.  But that's only the symptom of the problem.  We believe you asked correctly about noise permits.  These permits fall under the purview of the Hawaii Dept of Health, Indoor and Radiological Health Branch.  In the "Noise Reference Manual" (
http://health.hawaii.gov/irhb/files/2017/08/noiserefoahu.pdf)  they produce they discuss permits for construction noises, and you can find a copy of the Noise Permit for Construction here: http://health.hawaii.gov/irhb/files/2013/07/noiseconguide.pdf.  Similarly, they issue Noise Permits for "Stationary Noise" as well, and this is the type that would be required for special events and celebrations.  Their site for this form is:  http://health.hawaii.gov/irhb/files/2013/07/noisestationguide.pdf .  

Individuals and/or groups can apply for these permits and as a rule they are granted solely upon determination by the Dept of Health.  To our knowledge there is no "public input" to the approval process.  You're fairly left on your own, and after the fact, to file a complaint.  

You can check whether a noise permit was issued by calling the Dept of Health, Indoor Radiological Health Branch (Noise Section), at 586-4700.  We also provide their contact information on our website at:  https://www.quieteroahu.com/reporting-noise-violations.html where our last check indicates additional POC in the Noise Section as:  Jeffrey Eckerd, Program Manager (jeffrey.eckerd@doh.hawaii.gov)
