February, 2011.  KITV has an interesting video report on high-powered stereos at following link.

The video shows KITV reporter Daryl Huff interviewing someone with 18 inch subwoofers.  The music in the car is evidently turned down to its lowest setting, and the reporter steps off 30 feet (max distance a stereo should be heard by Honolulu law) and then makes the unbelievable comment "Sounds pretty quiet."  Any rationally thinking reporter would have then asked the owner to turn the stereo up to full volume and repeat the test - or perhaps the reporter valued his hearing too much to do that, or is it just another case of bad reporting?  
In the same video report a clip is shown of Representative Marcus Oshiro (D-Wahiawa) speaking to a group.  Stereo installers, the ones who install what they know to be stereos that will be illegally used, and high-power stereo owners, were shown protesting the bill Representative Oshiro was sponsoring which would limit sales of aftermarket stereo speakers to 6 inches. 
We have to ask the question:  Did Representative Oshiro cave to the group when he said he would kill the bill "if something could be worked out?"  You don't ask the constituency with the most vested interest in quashing a bill for input - particularly when they represent a position contrary to what's good and right for the majority.
Let your Representatives know that these horrific high-powered stereo systems are a blight on the quality of life of O'ahu residents and that they WILL NO LONGER BE TOLERATED.  If our current slate of elected officials won't take care of the problem, then let's look at electing a new slate of representatives who will!!
