I have a condo neighbor who sometimes plays clarinet 7 hours a day, less on other days. It’s very loud and I have complained to the condo management numerous times over the last few years. They say they can’t do anything about it. Do I have any legal recourse against this nuisance noise?

Sorry to hear about your noise problem. We're surprised to hear that the condo management says they can't do anything. Most, if not all, residential complexes have some form of tenant association, or condo rules, which include restrictions on noise disturbances. Also, if you rent, check your contract. Contracts frequently addresses noise, also. If you own, are there covenants attached to the property that cover noise?
At page 12 of the O'ahu Noise Reference Manual there is a paragraph or two covering noisy neighbor problems. You can phone HPD and ask for an Officer to check-out the problem - you can ask that you remain anonymous; you can ask for long term assistance from your HPD District Station; or you could even inquire about Mediation Services. Between Condo Associations, Contracts, Covenants, House Rules, HPD, and/or Mediation there may be a solution to your problem. We cannot advise on one or the other, only present information about what option(s) is/are available to you. Certainly these are at least additional avenues for your consideration.
